10-03-2022 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.
Roll Call was answered by Reeves, Harvey, Thorkildson, Travis, and Vogt.
Travis noted a correction to the 9-20-2022 minutes to read that Travis voted aye to approve the 1st reading of Ordinance #471 but nay to waive the second and third readings of Ordinance #471, Peddler fees.
Thorkildson motioned to approve the amended consent agenda with the correction to the 9-20-2022 minutes. Reeves second. All ayes.
Public Forum: Char Zahorik had questions on RV/trailer parking within city limits. The ordinance has been sent to the attorney and will come back to the council for review at the next meeting.
Phil Travis asked for thoughts/fixes for the drive to his backyard that had been partially dug up for the culvert replacement.
Superintendent Robertson reported that the fence for the new culvert should be installed in a couple of weeks. He is going to be flushing hydrants, pressing sludge, and continues to work on the solar project.
The Schminke proposal for a storm intake off of Main Street was reviewed and discussed.
Thorkildson motioned to approve Resolution #10-03-2022A, agreement for engineering services with 7G Impact. Vogt second. All ayes.
Superintendent McNeal reported that they will be transitioning from summer equipment to winter and close up the park by the end of the month.
The new radar has arrived and they will be putting blocks at the end of Oak Street to stop trucks over the 7 ton limit from driving on that street.
Mayor Speckner opened the Public Hearing on the transfer of city property to the CBS Fire Department. There weren't any questions.
Reeves motioned to close the public hearing. Vogt second. All ayes.
Harvey motioned to approve Resolution #10-03-2022, authorizing sale of real estate. Travis second. All ayes.
The quarterly police report was reviewed.
The library reports and September claims were moved to the 10-18-2022 meeting.
The welcome signs were moved to the next meeting. The council did decide on four signs for each entrance into town.
Travis motioned to bring the Jones/First Street(east) sidewalk into ADA compliance. Reeves second. All ayes.
The comprehensive plan is to be discussed at the 10-18-2022 meeting as sidewalk updates are mentioned in that.
