The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer present. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Primmer seconded: To approve the minutes from Tuesday, October 25, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To act on the holiday to follow the state and allow Friday December 23, 2022as an additional paid holiday. Motion carried.

Bierschenk moved/Primmer seconded: To approve a change order for RACOM in the amount of 118,845.26 for the Rodgers Park Tower. Motion carried.

The Security Committee was discussed. There is a meeting this week and Auditor Rippel mentioned a Security officer should be appointed and Dick Stallman would like to participate. The County Attorney suggested Human Resources and the Assessor also be added. He asked that the security committee discuss their recommendations and come back to the board. No action was taken.

Seeman moved/Bierschenk seconded: To approve Resolution #22-101 and authorize signature on employee contract, Hiring Assistant Roadside Manager Hunter Jensen at starting salary of $49.500 effective November 1, 2022. Voting aye were Seeman and Bierschenk. Primmer abstained. Motion carried.

Discussion regarding hiring an additional full-time employee in the Weed department was had. Kirsten Nelson and George Haefner explained how hard it is to get seasonals and they could move money around in the current budget to make this work. The Board advised them to go forward with advertisement.

Primmer moved/Bierschenk seconded: To approve Resolution #22-102, Wage Classification Change for Jamie Kane in Secondary Roads who carries a Labor Grade Classifications IVC with an hourly wage of $25.84 effective November 1, 2022. Motion carried.

Bierschenk moved/Primmer seconded: To approve Resolution #22-103, Farm to Market Review near Shellsburg to include this: Proposed new street segment (Smith St) from north RR right-of-way thence northeast 0.08 miles to the intersection of Pearl St then north 0.02 miles to intersection of Sells St. Motion carried.

The Engineer also discussed the traffic paint contractor will start painting on various county routes. Parizek also updated the Board on some of the Detours along HWY 30 and also the HWY 150 roundabout near Urbana.

Primmer moved/Bierschenk seconded: To enter into closed session at 9:35 a.m. pursuant to Iowa Code 21.5(1)c. Motion carried.

Primmer moved/Bierschenk seconded: To exit closed session at 9:42 a.m. Motion carried.

Primmer moved/Bierschenk seconded: To enter into closed session at 9:43 a.m. pursuant to Iowa Code 21.5(1)c. Motion carried.

Primmer moved/Bierschenk seconded: To exit closed session at 10:30 a.m. Motion carried.

Primmer moved/Bierschenk seconded: To approve action that was discussed in closed session. Motion carried.

Primmer moved/Bierschenk seconded: To not participate with Iowa State Association of Counties (ISAC) on the soil compaction project. Motion carried.

There was committee reports from all three supervisors from various meetings they attended.

Bierschenk moved/Primmer seconded: To Adjourn. Motion carried.
