City of Shellsburg Council Minutes 11-15-22

11-15-2022 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.

Roll Call was answered by Travis, Vogt, Reeves, Harvey, and Thorkildson.

Vogt motioned to approve the consent agenda, seconded by Harvey. All ayes.

The library reports were reviewed. The council discussed laptop not working with gWorks and suggested to replace old desktop.

The September and October revenue reports were reviewed. The September revenues were as follows:

General $ 23,514.86

Library $772.07

Cemetery $720.00

RUT $15,071.17

Employee Benefits $3,097.04

Emergency Fund $700.41

L.O.S.T. $7,129.70

TIF $3,655.83

Debt Service $6,691.34

Perpetual Care $180.00

Water $10,524.02

Sewer $14,220.55

Garbage $7,703.92


The October revenues were as follows:

General $114,104.34

Library $4,862.36

RUT $11,068.98

Employee Benefits $15,744.68

Emergency Fund $3,560.76

L.O.S.T. $3,420.43

TIF $18,277.23

Debt Service $34,010.23

Water $18,019.42

Sewer $27,440.92

Garbage $14,777.99

Thorkildson motioned to approve the September treasurer's report. Travis second. All ayes.

Harvey motioned to approve the October treasurer's report, seconded by Vogt. All ayes. \

Thorkildson motioned to approve Resolution #11-15-2022A, approving RFP for wastewater treatment plant photovoltaic solar system purchase and installation. Harvey second. All ayes.

Clerk to check with attorney regarding the Verizon lease. To bring back to the next meeting.

Snowbirds/minimum charges were discussed. Per ordinance minimums will be charged on all utilities unless resident pays $30.00 to shut off water only.

Property purchase was discussed. Vogt motioned to pay $5,000 + legal fees to move forward with purchase. Harvey second. All ayes.

Meeting dates for 2023 were set.

Green space east of City Hall was discussed. Resolution naming it East Park to be brought to the next meeting, 12-13-2022.

Council would like "did you know" website posts to continue.

Harvey motioned to approve Resolution #11-15-2022, Annual Financial Report. Vogt second. All ayes.

The mayor asked the council to consider future projects and suggestions for reserve accounts to be discussed during the next meeting in preparation for the 2023/2024 budget workshops.

The Council continued review of the comprehensive plan to be finished at the 12-13-2022 meeting.

Vogt motioned to adjourn. Reeves second. All ayes.
