SPECIAL HAWKEYE COMMUNITY COLLEGE SCHOOL ELECTION

PUBLIC NOTICE is hereby given to the qualified electors of the County of Benton, State of Iowa, that the Special Benton Community School Election will be held on Tuesday, the 7th day of March 2023. The vote centers for said election shall be open from 7:00 A.M. until 8:00 P.M.

For the Special Benton Community School Election to be held on March 7, 2023, the precincts and polling places are as follows:

Van Horne Community Center 508 1st Ave, Van Horne, IA

Newhall City Hall 11 2nd Ave, Newhall, IA

St Michael's Parish Center 512 Evergreen St, Norway, IA

Atkins City Hall 480 3rd Ave, Atkins, IA

Keystone City Hall 208 1st St, Keystone, IA

Blairstown City Hall 305 Locust St, Blairstown, IA

For the Special College Community School Election to be held on March 7, 2023, the precinct and polling place is as follows:

For the Special Hawkeye Community College School Election to be held on March 7, 2023, the precinct and polling place is as follows:

VOTER ID REQUIREMENTS: Pre-registered voters are required to provide an approved form of identification at the vote center before receiving and casting a regular ballot. Voters who are not pre-registered - such as voters registering to vote on election day - and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) may 1) have the voter's identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor's office by March 13, 2023 12:00 p.m. (noon). Election Day Registrant attesters must provide an approved form of identification. RECENT ELECTION LAW CHANGES:

Voter Registration: Voter must register to vote 15 days (February 20, 2023) or more before the election to appear on the voter register on Election Day.

Absentee Voting:

1. The first day to submit an absentee ballot request form to the Auditors office is 70 days before Election Day.

2. The first day the Auditors office may mail absentee ballots to voters is 20 days (February 15, 2023) before an election.

3. The first day to vote absentee in person at the Auditor's Office is 20 days (February 15, 2023) before an election.

4. Absentee ballot requests for voting by mail must be received by 15 days (February 20, 2023) before an election.

5. Absentee ballots must be received by the county auditor by 8:00 p.m. on Election Day.

Returning Absentee Ballots:

* The only people who may return a voted absentee ballot other than the voter are:

o Someone living in the voter's household

o An immediate family member

o The two special precinct election officials who deliver a ballot to the resident of a health care facility, dementia-specific assisted living program or hospital

o Voters unable to return a ballot due to blindness or other disability may use a "delivery agent" to deliver their ballots.

ABSENTEE BALLOTS CANNOT BE PLACED IN THE DROP BOX OUTSIDE OF THE COURTHOUSE!!!

THE FOLLOWING PUBLIC MEASURES WILL APPEAR ON THE BENTON COMMUNITY SCHOOL DISTRICT BALLOT.

Public Measure BE: Shall the Board of Directors of the Benton Community School District in the Counties of Benton, Tama and Iowa, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $48,500,000 to provide funds to build, furnish, and equip a new elementary building in Van Horne and to acquire and improve the site; to build, furnish and equip an addition to Atkins Elementary building and related remodeling; to implement HVAC systems and safety improvements at the Middle/High School building; to remodel, improve, furnish and equip existing spaces in the Middle/High School building, including a secure entryway?

Public Measure BF: Shall the Board of Directors of the Benton Community School District in the Counties of Benton, Tama and Iowa, State of Iowa, be authorized to levy annually a tax exceeding Two Dollars and Seventy Cents ($2.70) per Thousand Dollars ($1,000), but not exceeding Four Dollars and Five Cents ($4.05) per Thousand Dollars ($1,000) of the assessed value of the taxable property within said school corporation to pay the principal of and interest on bonded indebtedness of said school corporation, it being understood that the approval of this proposition shall not limit the source of payment of the bonds and interest, but shall only operate to restrict the amount of bonds which may be issued?

THE FOLLOWING PUBLIC MEASURE WILL APPEAR ON THE COLLEGE COMMUNITY SCHOOL DISTRICT BALLOT.

Public Measure NC: Shall the Board of Directors of the College Community School District, in the Counties of Benton, Linn, and Johnson, State of Iowa, for the purpose of purchasing and improving grounds; constructing schoolhouses or buildings and opening roads to schoolhouses or buildings; purchasing of buildings; purchase, lease or lease-purchase of technology and equipment; paying debts contracted for the erection or construction of schoolhouses or buildings, not including interest on bonds; procuring or acquisition of libraries; repairing, remodeling, reconstructing, improving, or expanding the schoolhouses or buildings and additions to existing schoolhouses; expenditures for energy conservation; renting facilities under Iowa Code Chapter 28E; purchasing transportation equipment for transporting students; lease purchase option agreements for school buildings or equipment; purchasing equipment authorized by law; or for any purpose or purposes now or hereafter authorized by law, be authorized for a period of ten (10) years, to levy annually, a voter-approved physical plant and equipment property tax not to exceed Sixty-Seven Cents (67¢) per One Thousand Dollars ($1,000) of the assessed valuation of the taxable property within the school district commencing with the levy for collection in the fiscal year ending June 30, 2025, or each year thereafter?

THE FOLLOWING PUBLIC MEASURE WILL APPEAR ON THE HAWKEYE COMMUNITY COLLEGE SCHOOL DISTRICT BALLOT.

Public Measure BK: Shall the Hawkeye Community College (Merged Area VII) in the Counties of Benton, Black Hawk, Bremer, Buchanan, Butler, Chickasaw, Fayette, Floyd, Grundy and Tama, State of Iowa, be authorized to contract indebtedness and issue its School Bonds in an amount not to exceed $35,000,000 to provide funds to defray the costs of any one or more of the following purposes: to improve its Main Campus and construct, remodel, expand, erect, equip and furnish buildings thereon and construct, acquire, improve, expand, remodel, furnish, and equip new or existing facilities within Merged Area VII?

All voters are advised of the requirements of voter's registration in order to be eligible to vote at said election. This notice is given pursuant to Section 49.53, Code of Iowa, 2021, as amended, and by order of Benton County Commissioner of Elections this 15th day of February 2023.
