City of Shellsburg Council Minutes

A regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00 p.m. in the Council Chambers.

Roll Call was answered by Harvey, Thorkildson, Travis, and Reeves. Vogt was absent.

Mayor Speckner opened the public hearing for the approval of the FY2024 Max Tax Dollars. There were not any questions. Thorkildson motioned to close the public hearing, seconded by Reeves. All ayes.

Harvey motioned to approve Resolution #02-06-2023, Max Tax. Reeves seconded. All ayes.

The liquor license for Local Edition was added to the consent agenda. Travis motioned to approve the amended consent agenda, seconded by Harvey. All ayes.

Mayor Speckner introduced Sam Becker who presented the insurance dividend check to the council.

Christi Kintzel, library director spoke on highlights of current library offerings and programs, projects, and plans for the 2023/2024 fiscal year. Due to State legislation and county needing to present new valuations the library budget discussions were moved to the next meeting.

Jim Hidinger gave a presentation on SACG park visioning and partnering with the city on various projects.

Superintendent Robertson stated that 5 proposals were received for the solar project, the bridge contracts have been signed, a pre-con meeting should be held the beginning of March. There was a main break and 3 leaks found in January.

Superintendent Rieck is working on truck and plow repairs. Getting spare parts, doing oil changes, and preparing equipment for spring use. Building a loft in the garage was discussed to provide storage for items currently stored in the garage next to city hall. The garage will be put up for sale by sealed bids received through March 31st. The bids are to be opened April 3rd . Deadline for moving the garage once sold was set to be June 1, 2023.

The library reports were reviewed.

There was not any Public Forum.

The council reviewed corrected resolution #01-17-2023A.

Thorkildson motioned to approve the 2nd reading of Ordinance #473, RV parking. Reeves seconded. All ayes.

The council decided to give the fire department donations in lieu of the appreciation dinner this year.

The deadline for resumes is February 8th , 2023. The council will then decide on the top three to interview on the 9th.

Harvey motioned to approve Resolution #02-06-2023A, entering into a seal coat agreement with LL Pelling not to exceed $60,000.00. Reeves seconded. All ayes.

Thorkildson motioned to approve Resolution # 02-06-2023C, to continue to contract with Lynch Dallas for attorney services. Reeves seconded. All ayes.

The citizen complaint was discussed and to be turned over to the attorney.

Thorkildson motioned to go out for bid on the city property insurance if the attorney advises. Reeves seconded. Travis Nay. Harvey aye.

Reeves motioned to have Dupaco take sewer department off all accounts to just state City of Shellsburg. Harvey seconded. All ayes.

Harvey motioned to approve Resolution #02-06-2023D, authorizing property purchase. Reeves seconded. All ayes.

The Mayor requested names and numbers of possible P&Z member candidates.

Thorkildson motioned to approve Resolution 02-06-2023B, setting a hearing for GO bond agreement not to exceed $600,000.00. Reeves seconded. All ayes.

Reeves motioned to adjourn, seconded by Thorkildson. All ayes.
