1. Board Work Session

President Tom Burke opened the work session at 6:00 P.M.

Matt Kingsbury, High School Principal, reported on the high school's new Grading Practices Handbook.

Kyle Koeppen reported on the financials for fiscal year 2023 and budget options for fiscal year 2024.

2. Call to Order

President Tom Burke called the offical meeting to order at 7:11 P.M.

3. Roll Call / Pledge of Allegiance

Director Kathy VanSteenhuyse was absent.

4. Receive Visitors / Public Comments

There were no public comments.

5. Administrator Reports

Matt Kingsbury, High School Principal, reported on National Honor Society night, ISASP Testing, the upcoming mock prom accident, and early graduation.

Shelly Petersen, Middle School Principal, reported on the 3rd quarter awards ceremony, ISASP Testing, 2023-2024 scheduling, extended school year plans for special education students, and the math curriculum review.

Tony Islas, Assistant Principal at Tilford Elementary, reported on kindergarten roundup, preschool orientation, make-up conferences, and ISASP Testing.

6. Superintendent Reports

Kyle Koeppen reported on the solar project, legislative updates, property deeds, and the district resource allocation by building review.

7. Board Reports / Requests

Director Darin Humiston reported on the National Honor Society ceremony.

President Tom Burke reported on the support for the high school girls' basketball team.

9. Middle School Math Curriculum

The board approved the purchase of the DESMOS middle school math curriculum as suggested by the

middle school math team.

10. Public Hearing on the School Calendar for 2023-2024

President Tom Burke opened the public hearing at 7:55 P.M. There were no public comments. The public hearing closed at 7:56 P.M.

11. Shellsburg Prairie Trail - Memorandum of Understanding

The board approved a Memorandum of Understanding to allow the Shellsburg Community Group and Benton County Conservation to assist in maintenance of the Prairie Trail.

12. Middle School HVAC Renovation Bids

The board approved the middle school HVAC project bids as presented.

13. Approve Proposed Fiscal Budget 2024 for Publication and Publish Fiscal 2023 Budget Amendment

The board moved to publish the Fiscal Year 2024 budget and the 2023 budget amendment, including funding for the items outlined as presented.

14. Budget Hearing

The board approved to set the budget hearing date for the Fiscal Year 2024 budget and the hearing for the 2023 budget amendment for Wednesday, April 12, 2023 at 6:00 P.M. at the Central Office.

15. Policy Modifications

The board approved the second reading of policies 216.02, 607.01, 701.05, 705.01, 705.01-R(2), 804.07-R(2) and 701.05-R(1) with a target range of 15% solvency.

17. Move into Closed Session to Discuss Discipline of a Student as Allowed by Iowa Code Iowa Code 21.5(1)(e)

The board entered into closed session as allowed by Iowa Code 21.5(1)(e) to discuss student discipline at 8:30 P.M.

By consensus, the board moved into open session at 9:06 P.M.

18. Action on Student Discipline

The board approved Student B's discipline action, as preceding expulsion and barred from Vinton- Shellsburg school property for one calendar year. Student B is only allowed on district property with prior written approval from the superintendent, and may be allowed to enroll in virtual programming and ASAC.

19. Move into Exempt Session to Discuss Negotiation Strategies as Allowed by Iowa Code 21.9

The board entered into an exempt session as allowed by Iowa Code 21.9 to discuss negotiation strategies at 9:10 P.M.
