City of Shellsburg Minutes 3-21-23


3-21-2023 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.

Roll call was answered by Thorkildson, Travis, Vogt, Reeves, and Harvey.

Mayor Speckner opened the public hearing on the proposed 2023/2024 budget. Questions were answered. Thorkildson motioned to close the public hearing. Reeves second. All ayes.

Vogt motioned to approve the 2023/2024 proposed budget, Resolution #03-21-2023B. Harvey second. All ayes.

Vogt motioned to approve the consent agenda, seconded by Harvey. All ayes.

Heath Hockenberry and Sam Becker attended the meeting to explain and answer any questions on the liability/property insurance renewal. Reeves motioned to go with Option #4 which included an increased deductible. Travis second. All ayes.

The audit findings were reviewed. Comments and suggestions were given.

Public Forum: Jean Fish mentioned concerns on parking and request possible limited time spaces being marked. The council is to consider and bring back solutions to the next meeting.

The Council set a special meeting April 11 th , 2023 at 6:00pm to finish review of the Comprehensive Plan.

Harvey motioned to approve the updated lease with the Masonic Lodge, seconded by Reeves. All ayes.

Thorkildson motioned to approve Resolution #03-21-2023C, approving the loan agreement. Travis second. All ayes.

Vogt motioned to approve Resolution #2023-03-21, setting a public hearing April 18th for annexation of the wastewater plant. Reeves second. All ayes.

Harvey motioned to approve Resolution #03-21-2023A, going into a contract with Rabe Hardware for the solar project. Reeves second. All ayes.

A new housing development was discussed. Mayor Speckner requested permission to move forward with the annexation of property for the new development. Thorkildson motioned to proceed with starting the voluntary annexation process and commit funds to bring water and sewer to the property, seconded by Harvey. All ayes.

Shellsburg clean up day was set to be June 3, 2023 upon confirmation from Johnson County Refuse. Vogt motioned to pursue asking SACG about getting 3 bike racks to be placed throughout downtown. Reeves second. All ayes.

Vogt motioned to adjourn, seconded by Reeves. All ayes.
