10-17-2023 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.
Roll call was answered by Harvey, Thorkildson, Travis, Vogt, and Reeves. Vogt motioned to approve the amended agenda to strike Schmolling property. Harvey seconded. All ayes.
Vogt motioned to set the public hearing for rezoning of property from Ag to R2 on 11-06-23 for the new development. Reeves seconded the motion. All ayes.
Harvey motioned to approve Resolution #10-17-23, Plan of improvements of water main and sanitary sewer extensions to Wildcat Estates, seconded by Vogt. All ayes.
Travis motioned to approve Resolution #10-17-2023D, Public Sanitary Sewer Easement with Shadoe Vogt, seconded by Reeves. Vogt abstained. All ayes.
Harvey motioned to approve Resolution #10-17-2023E, Public Sanitary Sewer Easement with Wildcat Golf, Inc., seconded by Reeves. All ayes.
Travis motioned to approve Resolution #10-17-2023F, Public Sanitary Sewer Easement with Wildcat Golf Inc., seconded by Harvey. All ayes.
Thorkildson motioned to approve Resolution #10-17-2023B, to enter into an agreement with Dave Schmitt Construction for the construction & installation of water main connecting Wildcat Estates seconded by Travis. All ayes.
Harvey motioned to approve Resolution #10-17-2023C, entering into an agreement with Dave Schmitt Construction for the construction & installation of sanitary sewer main connecting Wildcat Estates. Reeves seconded. All ayes.
Superintendent Robertson mentioned that the PH meter is bad and has in budget. The loft needs a maximum load rating which he will get. Superintendent Rieck is looking for a plow for the F450 and new tires if we have in the budget. It would be more efficient and less weight on the roads.
No library reports were received.
The revenue report was reviewed. The September revenues were as follows: General $29077.74; Library $1168.62; Museum $822.21; Big Day $140.00; RU $15,561.18; Employee Benefits $3,701.80; Emergency 871.61; LOST $8,128.08; TIF $4,062.85; Debt Service $8,680.98; Capital Project Fund $621,533.81; Water $19,024.54; Sewer $34,175.67; Garbage $13,603.69. Thorkildson motioned to approve the September treasurer's report. Harvey seconded. All ayes.
The Timber Ridge suit has been filed.
The food pantry contract was tabled to make some changes.
Vogt motioned to approve the change orders for the Smith Street Bridge, seconded by Reeves. All ayes.
Harvey motioned to approve Resolution #10-17-2023A, pay estimate #8 to Peterson Contractors, seconded by Travis. All ayes.
Thorkildson motioned to approve the updated law enforcement contract, seconded by Vogt. All ayes.
Having a new library liaison was discussed.
The sidewalk plan is to be organized and create a resolution or put into the ordinance within 6 months.
