11-06-2023 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.
Roll call was answered by Thorkildson, Travis, Vogt, Reeves, and Harvey. Mayor Speckner opened a public hearing on possible rezoning of Wildcat Estates Addition from Ag to R2. There were not any questions or concerns. Reeves motioned to close the public hearing, seconded by Harvey. All ayes.
Vogt motioned to approve the 1st reading of Ordinance #477, seconded by Reeves. All ayes.
Vogt motioned to waive the 2nd and 3rd readings of Ordinance #477. Harvey seconded. All ayes.
Thorkildson motioned to adopt Ordinance #477, seconded by Vogt. All ayes.
Vogt motioned to approve Resolution #11-06-2023C, Preliminary Plat approval with additional conditions of green space and covenants. Reeves seconded. All ayes.
Public Froum: Char Zahorik voiced concern about the parking on Pearl and Main if too close to the stop sign. Mayor Speckner will call the engineer. Harvey motioned to approve the amended consent agenda, seconded by Travis. All ayes.
Superintendent Robertson reported that work started in Wildcat Estates today and the flushing of hydrants is complete.
Superintendent Rieck has sand pit area complete just need to move sand over.
Thorkildson motioned to spend up to 14K on red truck, plow and tires. Reeves seconded. All ayes.
Thorkildson requested the city staff to attach a SACG purchased bike rack outside of Pearl Street Social Club.
Harvey motioned to approve the October claims, seconded by Reeves. All ayes.

The sidewalk plan was discussed and to be updated and reviewed again at the next meeting.
The food pantry contract was moved to the next meeting. 2 new stop signs were discussed. Check if ordinance changes are required to update with the additional stop signs.
Sell's street to continue in front of Pete's was discussed.
Thorkildson motioned to approve the 1st reading of Ordinance #476, amending provisions pertaining to fiscal management. Vogt seconded. All ayes.
Vogt motioned to waive the 2nd and 3rd readings of Ordinance #476, seconded by Thorkildson. All ayes.
Harvey motioned to adopt Ordinance #476, seconded by Travis. All ayes.
Travis motioned to spend the Rural Housing Grant funds on engineering fees for the new development. Harvey seconded. All ayes.
Harvey motioned to approve Resolution #11-06-2023, PCI pay estimate #9. Reeves seconded. All ayes.
Harvey motioned to approve Resolution #11-06-2023A, approving the 2023 annual financial report. Vogt seconded. All ayes.
Vogt motioned to approve Resolution #11-06-2023B, for Brain Engineering to stake for the new development. Reeves seconded. All ayes.
Schminke driveway was discussed. HF718 information was given to the council to give them some insight to the changes it brings to budget.
Reeves motioned to adjourn, seconded by Vogt. All ayes.
