Happy Thursday District 84,

We've had another busy week at the Capitol with events and legislation.  Discussion over legislation and proposals has also been busy, with the Governor's AEA changes being the main topic of many Iowans.  While many were quick to criticize the bill, HSB 542, there are some areas that can be addressed.  This bill is not on a fast track to be voted on, will be thoroughly vetted, and will not take away services from students with disabilities.  In the years 2017, 2019, and 2022, the National Assessment of Educational Progress (NAEP) has ranked Iowa students with disabilities at 30th or worse on 9 of 12 assessments.  The Iowa Statewide Assessment of Student Progress (ISASP) has shown the Spring 2023 assessment results of a 41% proficiency gap for students with disabilities as compared to overall student results.  Currently, the AEAs employ 6 times more staff than the Dept. of Education and has a budget of $529 million.  Iowa used to be at or near the top in education nationally and is now ranked 13th according to https://www.usnews.com/news/best-states/rankings/education.  We can do better and we will!  There will be much more coming in the future about this bill.

While it certainly is an important topic, that's not the only thing being discussed and worked on. New investments into mental health Medicaid rates, education and childhood research, medical malpractice reform, and election integrity guarantees are all being worked through and discussed.

Don't Forget that tax season is coming sooner rather than later: You can begin filing your tax returns as early as January 29th. Also, if you have an Adjusted Gross Income of $79,000 or less you may be eligible for the IRS's new online free filing service found at IRS.gov.

As always, thank you for your continued support and stay safe and warm!
