The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. Supervisor Primmer called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Bierschenk moved/Seeman seconded: To approve the agenda. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve the minutes of July 16, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Bierschenk moved/Primmer seconded: To approve Payroll checks numbered 143339 through 143349, ACH Deposits 57696 through 57857, vendor checks 250593 through 250599 and claims numbered 250600 through 250772. Also included are those claims paid by ARPA funds payable to Tracy Seeman in the amount of $165.92 for reimbursement for supplies to remodel the Public Health Department Office. Schminke Excavating in the amount of $29,495 for the well at Wildcat. Primmer, Seeman and Bierschenk voting aye thereon. Motion carried.
Seeman moved/Bierschenk seconded: To approve and authorize signature on the P25 Radio Project Conditional Acceptance Document for the E911 Radio Project.
Seeman moved/Primmer seconded: To approve the General Assistance Quarterly Report ending June 30, 2024. All members voting aye thereon. Motion carried.
Seeman moved/Bierschenk seconded: To approve and sign letter for Conservation to apply for the REAP Grant. Primmer, Seeman and Bierschenk voting aye thereon. Motion carried.
Shelby Williams, Conservation Director provide a conservation staffing update, reporting that all tech positions have been filled and they will start work on August 5th.
Seeman moved/Bierschenk seconded: To approve and authorize signature on the Single Audit Form for the CDBG-DR Iowa Grants Funding for the Benton County Conservation Tree Replanting Contract number 20-DRI-025. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Primmer moved/Seeman seconded: To authorize Conservation to move forward with authorization to sell the old animal shelter and to use the proceeds towards conservation projects such as the ones at Wildcat and Rodgers Park. All members voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve and authorize signature on the Access Hub, Provide Services Contract and Rate Sheet for MH/DS of the East Central Region effective July 1, 2024 through June 30, 2027. All members voting aye thereon. Motion carried.
Seeman moved/Bierschenk seconded: To approve Resolution #24-70, Committing Fund Balances in Accordance with GASB54 . Voting aye were: Primmer, Seeman and Bierschenk. Motion carried.
Tracy Seeman reported on the landfill commission meeting last week.
Phil Borleski inquired about where the Historic Preservation and Pioneer Cemetery documents were going to be stored. There has been lack of communication. The Board told him that all things have been moved into the conference room at the Service Center.
Seeman moved/Bierschenk seconded: To approve and sign plan set for Project BROS-CO06(123)-8J-6, Bridge Replacement on 26th Ave. Dr. in Taylor Township. Primmer, Seeman and Bierschenk voting aye. Motion carried.
The Engineer addressed some driveway and road concerns that were brought up in public comments.
