The Benton County Board of Supervisors met in regular session with Supervisors Bierschenk and Seeman present. Supervisor Primmer called in. Supervisor Bierschenk called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Seeman moved/Primmer seconded: To approve the agenda. Seeman, Primmer and Bierschenk voting aye. Motion carried.
Seeman moved/Primmer seconded: To approve the minutes from August 6, 2024 and August 8, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Primmer moved/Seeman seconded: To approve Payroll checks numbered 143350 through 143357, ACH Deposits 57858 through 58017, handwrite 250773, vendor checks 250774 through 250779 and claims numbered 250780 through 250958.
Primmer moved/Bierschenk seconded: To approve ARPA Claims: The Gazette for $27.68 and $36.64 for Conservation's Wildcat project, True North Consulting for $4,428.00 for E-911 tower project and Trevor Seeman for remodeling the Public Health Office in the amount of $4,515.00. Primmer and Bierschenk voting aye. Seeman abstained due to conflict of interest. Motion carried.
Seeman moved/Primmer seconded: To approve law enforcement contract with the City of Urbana, increasing from 2.5 hours a week to 12 hours a week for a total of $20,280 a year to be paid quarterly. All members voting aye thereon. Motion carried.
Historic Preservation Commission members Allison Hicks and Robert Spangler provided an update on grant work and their outreach activity. Hicks explained the plan for a fall flea market here in Vinton at the Celebration Park. She also is hoping to get grant funding to help with a program for restoring historic windows. If they get approved for the grant, they would ask for $6,000 with a local match of $2,750. The board agreed they were in favor of this.
Seeman moved/Primmer seconded: To approve Resolution #24-78, Wage and Classification Change for Donald Erger, operating with labor grade VE with a wage of $28.88. Seeman, Primmer and Bierschenk voting aye. Motion carried.
Seeman moved/Primmer seconded: To approve Resolution #24-79, Removing bridge embargo on Bridge BG-5225, 0.5 mile south of the NW corner of the NE ¼ of the NW ¼ of section 13-84N-11W (Big Grove Township) on 21st Avenue Drive. Primmer, Seeman and Bierschenk voting aye thereon. Motion carried.
Primmer moved/Seeman seconded: To approve and authorize co chairman's signature on the IDOT Federal-Aid Agreement for the Bridge Replacement on 32nd Ave. Dr in Florence Township. Primmer, Bierschenk and Seeman voting aye thereon. Motion carried.
Supervisor Seeman reported on his Conservation Board meeting, and Supervisor Primmer reported on his Public Health Board meeting.
Seeman moved/Primmer seconded: To Adjourn at 9:55 a.m. Primmer, Seeman and Bierschenk voting aye. Motion carried.
