The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. Supervisor Primmer called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov

Seeman moved/Bierschenk seconded: To approve the agenda. Seeman, Primmer and Bierschenk voting aye. Motion carried.

Bierschenk moved/Seeman seconded: To approve the minutes from August 20, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To approve Payroll checks numbered 143367 through 143385, ACH Deposits 58181 through 58343, vendor checks 251088 through 251093 and claims numbered 250966 through 251087.

Primmer moved/Bierschenk seconded: To approve ARPA Claim: Short-Elliott-Henderson, Incorporated for $1,607.19 for Conservation's Wildcat project. Seeman, Primmer and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To approve Special Class C Retail Alcohol License effective August 28, 2024 through September 1, 2024 for Blairstown Sauerkraut Days Beer Tent pending dramshop review. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To set land use hearing date for of September 24, 2024 at 9:15 a.m. for David Kearney a part of the SW ¼ of the SW ¼ Sec 17, T85N, R10W. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Bierschenk moved/Seeman seconded: To withdraw Zeb Reardon land use request from March 5, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To approve hiring of Carrie Boddicker as part-time custodian. Starting on September 2, 2024 at $20.08/hour with a maximum of 10 hours per week. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To approve Resolution #24-82 Approving hiring Crystal Northrup, as a full-time Communication Specialist at an hourly rate of $21.92 effective August 27, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To approve Fireworks Permit for Charles Yedlik on September 1, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Supervisor Seeman gave an update on Landfill meeting, Supervisor Primmer stated that he couldn't attend the Heartland meeting. Supervisor Seeman stated he was looking into the Salem Cemetery situation more. Most counties in the State don't give any money to the cemeteries.

Seeman moved/Bierschenk seconded: To enter into recess at 9:24 am. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To return into open session at 10:30 a.m. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/Bierschenk seconded: To enter into closed session at 10:31 a.m. Pursuant to Iowa Code Section 21.5(1)(i) To evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual's reputation and that individual requests a closed session. Primmer, Seeman and Bierschenk voting aye. Motion carried.

Seeman moved/ Bierschenk seconded: To exit closed session at 11:41 a.m. No action was taken from closed session. The Board allowed time for public comments.

Seeman moved/Primmer seconded: To Adjourn at 11:20 a.m. Primmer, Seeman and Bierschenk voting aye. Motion carried.
