The Benton County Board of Supervisors met in regular sessionwith Supervisors Primmer, Bierschenk and Seeman present, Supervisor Primmer called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Seeman moved/Bierschenk seconded: To approve the agenda. Seeman, Primmer and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve the minutes from October 15, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Bierschenk moved/Seeman seconded: To approve Payrollchecks numbered 143406 through 143413, ACH Deposits 588320through 58996, claims numbered 251580 through 251706, handwrite 251707 and vendor checks 251708 through 251714. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve the following claims using the ARPA Fund:
Ralston Construction-$59,240 for Wildcat Bluff Improvements
Arca Search- $85,980.56, $16,094 and $1,129.63 for the scanning projects for the Auditor and Recorder
New Century FS-$200 for Wildcat Bluff Improvements
Schminke Excavating-$24,850-Wildcat sand filter
True North Consulting Group-$2,952 -Radio Project
Primmer, Seeman and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve the law enforcement contract with City of Garrison for a total yearly sum of $5,070.00 to be paid quarterly and not to exceed 3 hours a week on average. All members voting aye. Motion carried.
Tracy Seeman reported on his meeting with the Watershed through ECICOG. Rick Primmer shared the risk pool agreement from his Heartland Insurance Meeting and Gary Bierschenk was still working on the lighting near the intersection by Blairstown and HWY 30.
The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Morgan and Matthew Ollinger in part of Parcel A in the NW ¼ NW ¼ of Section 9-84-11. Ollinger'swould like to change one acre of land to allow for residential dwelling. Ollinger's weren't present, and Matt Even presented the technical information. This area has a CSR of 40 and has not been in production since the 1930s. There is an existing driveway located on the west of this that will also be used to access this property. A septic system has been installed and a private water well has been permitted to serve this new dwelling. This site is surrounded by row crops or hay production. Three notices were sent out to adjacent property owners and the legal notices were also published in the official newspapers as required by the Ordinance. There were no comments received regarding this request. This proposal should not have any negative impacts on surrounding farm operations.
