The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Tippett and Volz present. Chairman Seeman called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Full Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Tippett moved/Volz seconded: To approve agenda. All members voting aye. Motion carried.
Tippett moved/Volz seconded: To approve the minutes of February 25, 2025 with a few edits. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve Resolution #25-11, The Canvass of Special City of Urbana Election. Tippett, Seeman and Volz voting aye. Motion carried.
RESOLUTION #25-11
WHEREAS, the SPECIAL CITY OF URBANA ELECTION was held as prescribed by law on February 25, 2025, and:
WHEREAS, the Board of Supervisors and ex officio Board of Canvassers have canvassed the vote of said election in accordance with §43.49 and §50.24 of the Code of Iowa, now therefore;
BE IT RESOLVED that we, the undersigned members of the Board of Supervisors and ex officio Board of Canvassers of Benton County, Iowa, do hereby certify the following TURNOUT REPORT and RESULTS in the SPECIAL CITY OF URBANA ELECTION, held on February 25, 2025, and that no obvious clerical errors were identified during the canvass.
176 people voted at the polls on election day.
2 absentee ballots were accepted for counting.
A total of 178 people voted.

Randy Johnson-93 votes (ELECTED)
Shane Light-85 votes

Urbana Council:
Scott Huber-117 votes (ELECTED)

Tippett moved/Volz seconded: To acknowledge a successful Post-Election Audit of Special City of Urbana Election. Seeman, Tippett and Volz voting aye. Motion carried.

Volz moved/Seeman seconded: To set a public hearing date for FY 25 Budget Amendment #3 for Tuesday, April 1 at 9:15 a.m. Tippett, Seeman and Volz voting aye. Motion carried.
Committee Reports:
Supervisor Volz had his first Iowa Workforce Development Zoom meeting although encountered with technical difficulties, he didn't have much to report on.
Supervisor Tippett had a HACAP meeting along with the MH Regional Board meeting. He reported that they were chosen to be under the new management. Tippett also understood that the HUB will not continue to get funding.
Supervisor Seeman had a Safety Meeting, and reported that the County's MOD factor has went down relating to workman's compensation. He also had the Eastern Iowa Housing Trust Fund along with ECICOGs meeting. The Housing Trust Fund has received applications for Grants and those can also be for private businesses. They have yet to go through and do any decisions.
Bob Cue re-visited about SF 367 and asked if the Board wanted to make any statements in regards, and that this was being addressed today at noon. Supervisor Seeman said he has voiced his opposition to numerous legislators including Tom Gerhold. Cue also inquired about the signage out by Winegar Park and Tobin's Cabin. Cue has seen multiple vehicles get lost in the area.
Supervisor Tippett also brought up that there had been lights added to the Blairstown/Van Horne corner. Tippett also wanted to point out the county home blacktop out by Marvin Lindsey Ball diamond and how the road drops off to the culvert. There needs to be protective action taken. Discussions led to who is responsible for this, the City of Vinton or the County. Tippett would talk to Engineer Myron Parizek on the matter.
