The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Tippett and Volz present. Chairman Seeman called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Full Resolutions will be available in the Auditor’s office and at: www.bentoncountyia.gov
Volz moved/Tippett seconded: To approve the agenda adding an item for approval of the EMS claims. Tippett, Seeman and Volz voting aye. Motion carried.
Tippet moved/Volz seconded: To approve minutes from August 26, 2025. All members voting aye. Motion carried.
Volz moved/ Tippett seconded: To set land use hearing date for Jearid Merchant in part of the SW ¼ of NE ¼ of Section 30-85-9, for Tuesday September 23, 2025 at 9:15 a.m. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve the following claims to be paid out of the EMS Trust Fund:
Legacy Emergency Vehicles, for vehicle maintenance for North Benton Ambulance-$4,830.00, Belle Plaine Ambulance-$5,611.43 for supplies, Atkins First Responders-$25,877.45 for first responder vehicle equipment and Urbana First Responders-$194.13 for equipment for a total of $36,513.01. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To approve and authorize signature on the FY26 Service Agreement for Benton County to participate with Iowa State Association of Counties(ISAC) HIPPA Program effective July 1, 2025 through June 30, 2026 in the amount of $1,750. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To acknowledge the resignation of Steve Miller, part-time driver for the Transportation Department effective September 5, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve the Resolution #25-74, Abatement of Taxes pursuant to Iowa Code 445.63 on parcel 830-01200 in the amount of $456 and 050-09000 for $56. Tippett, Seeman and Volz voting aye. Motion carried.
Auditor Rippel explained about a call her office received from Janis Bateman. She would like to donate or display a framed picture of the Braille School in the courthouse. The board all agreed this could probably be allowed in the display case or somewhere on the first floor of the courthouse.
Tippett moved/Volz seconded: To set the all employee meeting for required training to be held on Monday, September 15, 2025 from 8-10 a.m. in the courthouse courtroom. The Auditor is directed to publish notice that we will be closed to the public during this time. Tippett, Seeman and Volz voting aye. Motion carried.
Supervisor Tippett reported on his recent meeting at Central Iowa Juvenile Detention, regarding a lawsuit filed on the detention center. Tippett reported that our Board would be having a closed session in regards to this at an upcoming meeting. Supervisor Volz brought up a concerned citizen inquiring on the speed limit on gravel roads, if legislation had reduced that. Assistant Attorney Derek Marsh would look into that. Supervisor Seeman reported on his recent Housing Trust Fund and ECICOG meetings. ECICOG was applying for a 3.5 million dollar grant to participate in. This has to do with lead in homes that were built in 1978 or earlier. If there is a child 6 years old or younger living in a house that showed positive for lead, they could qualify. More information to come on that.
A citizen in attendance at the meeting asked about the 3rd reading for the Vicious Animal Ordinance. That has still been placed on hold, and that process would start over after the edits have been made.
Volz moved/ Tippett seconded: To adjourn meeting at 9:29 a.m. Volz, Seeman and Tippett voting aye. Motion carried.
