The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Tippett and Volz present. Chairman Seeman called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Full Resolutions will be available in the Auditor’s office and at: www.bentoncountyia.gov
Volz moved/Tippett seconded: To approve the Agenda. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve the minutes from Tuesday, October 28, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve the following EMS Claims numbered 255473 through 255478: Urbana/Polk Township-$6,190.47, Van Horne First Responders- $2,074.77, Norway First Responders-$127.54, Keystone -$1,166.78 and Belle Plaine $1,983.11, Blairstown- $106.00, Urbana -$95.00 for a total out of the EMS fund of $11,743.67. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To approve 10 days of vacation carryover for Barb Greenlee to be used by February 28, 2027. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To approve Resolution #25-88, Abatement of Taxes on parcel #540-12310 in the amount of $7.00 pursuant to Iowa Code 445.63. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To set land use hearing date of Tuesday, December 2, 2025 at 9:15 a.m. for Matt and Michelle Friedman in a part of Parcel A in the NW ¼ NE ¼ of Section 17-82-12. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To temporarily increase the Public Health’s Department credit card limit to $3,000 until December 12, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To approve Resolution #25-89, Designating Derek Marsh, Assistant County Attorney to be Benton County’s Representative to engage in Collective Bargaining Negotiations pursuant to Iowa Code§20.17(2). Tippett, Seeman and Volz voting aye. Motion carried.
The time of 9:15 a.m. having arrived, and this being the time and date set for a land use hearing for Cole Baumgartner in part of the NE ¼ of the SE ¼ Section 7-86-9. The owner of the ground Carla Baumgartner and son Cole were both present. Even presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Baumgartner’s would like to change the use of approximately one acre to allow for a residential pole building. This site has a CSR of 77. Access will be from 29th street a gravel county road and was reviewed and approved by Secondary Roads Department. This dwelling will require a new septic system and private well water which will both be permitted by the department. Surrounding area consists of agricultural with some scattered rural residences. Four notices were sent out and there have been no comments in regards. Hearing no other further comments, the public hearing was closed.
Tippett moved/Volz seconded: To approve the land use change for Cole Baumgartner in part of the NE ¼ of the SE ¼ Section 7-86-9. Tippett, Seeman and Volz voting aye. Motion carried.
Committee Reports: Supervisor Tippett will be attending the HACAP meeting on the 6th to go over applications for the director position. Supervisor Volz attended the East Central Iowa Workforce Development and the Sixth Judicial District meeting last week. Supervisor Seeman had the ECICOG meeting where they had a speaker from the Cedar Rapids Airport discussing the need for mechanics and other improvement plans.
Tippett moved/Volz seconded: To enter closed session at 9:31 a.m. pursuant to Iowa Code 21.5(1)j: To discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the prices the governmental body would have to pay for that property or reduce the price the government body would receive for that property. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To exit closed session. Tippett, Seeman and Volz voting aye. Motion carried at 10:10 a.m.
Tippett moved/Volz seconded: To set the minimum bid for the Cherveny railroad property at $2,000 that after the sale will be awarded by a quit claim deed. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To set the minimum bid for the Dog Pound property at $10,000 which after the sale is final will be awarded by quit claim deed. Tippett, Seeman and Volz voting aye. Motion carried. There will be a future public notices prepared with this information along with the board setting the date and time for the bid letting process in regards to both the conservation properties for sale.
Tippett moved/Volz seconded: To adjourn meeting at 10:14 a.m. Volz, Seeman and Tippett voting aye. Motion carried.
