The Vinton City Council met on Thursday evening for their first June meeting. meetings.

The meeting was called to order followed by a roll call with all members present, Ron Hessenius, Rylie Pflughaupt, Tami Stark-Mahood, Zach Parmater, Wesley Recker, Andrew Elwick and Mayor Bud Maynard.

The Pledge of Allegiance was recited and the meeting began.

The council approved the agenda, consent agenda, and received and filed the meeting minutes from May 23, 2024.

The council approved the following licenses and permits:

-Class B retail alcohol license for Kwik Star #1076

-Class B retail alcohol license for Family Dollar #33149

-Special class C retail alcohol license for McBride Mobile Taps for the following dates, June 28, 2024, July 12, 2024 and July 19, 2024

-Special class C retail native wine license for The Niche (pending dramshop review)

-Renewal of cigarette/tobacco permits for Kwik Star, Dollar General, Vinton Liquor Tobacco & Vape, Family Dollar Store

Also approved were the City invoices and communications, petitions or remonstrances were also received and filed.

John Fischer had provided a written request to the Council for consideration of a partial lien release resulting from a court judgment. No action was taken.

The council then heard committee reports,

Safety Committee met on May 28th, 2024, concerning the city parking lot next to City Hall. They discussed a request from Patrick Horst for designated parking spaces near his business. There was not a recommendation at this time, but some ideas are being discussed..

The council addressed old business.

A third consideration and adoption of Ordinance 1100 - an ordinance amending provisions that pertain to snow removal was approved. (See the ordinance in the photos)

Under new business, the council approved the following:

-a resolution amending the agreement with City Attorney Lynch Dallas for legal services and establishing compensation for work performed. Rates increased effective July 1, 2024: Shareholders Attorney $200 per hour, Associate Attorney $175 per hour, paralegal/legal assistants $125 per hour.

-to set compensation for city employees cost of living increase of 4% for the fiscal year 2024-2025 (Included below this article) Parmeter abstained. (See below)

-approved the disbursement of hotel/motel tax proceeds to Vinton Unlimited of $6,782.08.

-approved pay estimate #4 to Woodruff Construction for WWTP improvements

-due to the age and extensive use the HVAC unit at the Recreation Center is no longer functional. A quote from Edwards Plumbing & Heating was approved.

The following item was tabled.

-estimate #7 - revised to Rathje Construction for West 1st Street Reconstruction

The council set a date for a public hearing for an application for Community Development Block Grant (CDBG) Upper Story Housing for June 27, 2024, 7:00 p.m.

A date was set for an exempt session of the City Council for June 27, 2024, 6:00 p.m.

The council sent a request for plat of survey for SES Properties LLC to Planning and Zoning.

Under Reports:

Chris Ward shared that he and Craig Walker took a look at 1st St. W. and there are some issues that still need to be addressed, but the street is open to traffic.

Ward will also be attending a meeting out of town during the first July council meeting.

Mosquito spraying has started and is being done on Mondays and Thursdays, weather permitting.

The water department is investigating a loss of water pressure on North 9th Avenue.

The police department is in the middle of a major radio upgrade.

Party in the Park is in 2 weeks.

Water, sewer and landfill rates are set to change July 1.
