COUNCIL MEETING

AUGUST 14, 2025

A regular meeting of the City Council of Vinton, Iowa was held on the 14th day of August 2025 in City Hall Council Chambers at 7:00pm. Mayor Maynard presided with the following Council members present: Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood.

Motion by Hanson, seconded by Parmater to approve the agenda as presented. Question: Ayes – all. Motion carried.

Motion by Parmater, seconded by Hanson to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of July 24, 2025, receive & file Airport meeting minutes of July 16, 2025 and approval of City invoices.

Committee Reports

A work session was held prior to the council meeting to discuss the City’s brush & compost yard.

Citizens Input – Bethany Hantz, Atkins, announced her candidacy for Benton County Supervisor in the 2026 election.

New Business

Motion by Hanson, seconded by Parmater to approve change order #1 for Budd’s Lift Station project. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried. This change order is correcting construction dates as indicated in the original bid document.

Motion by Hanson, seconded by Parmater to approve pay estimate #1 for the East 3rd Street Sanitary Sewer Project. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Parmater, seconded by Hanson to approve change order #2 for the East 3rd Street Sanitary Sewer Project. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried. This change order corrected unit prices to match the original bid documents resulting in no change to the contract total.

Motion by Hanson, seconded by Elwick to approve pay estimate #18 for the Wastewater Treatment Facility Improvement project. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Parmater, seconded by Hanson to approve change order #7 for the Wastewater Treatment Facility Improvement project. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Hanson, seconded by Parmater to approve change order #8 for the Wastewater Treatment Facility Improvement project. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Stark-Mahood, seconded by Parmater to approve a resolution approving permanent and temporary public utility easement amendment between the City of Vinton and Todd Bohnsack & Rene E. Ternus. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Stark-Mahood, seconded by Parmater to approve a resolution approving settlement agreement and release with the City of Vinton and authorizing execution of the same. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Recker, seconded by Parmater to approve the annual disbursement to Evergreen Cemetery for FY26. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Hanson, seconded by Recker to approve the annual disbursement to Vinton Unlimited for FY26. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Hessenius, seconded by Hanson to approve the special event application for Veritas Church for September 14, 2025. Question: Ayes – all. Motion carried.

Motion by Parmater, seconded by Stark-Mahood to approve the special event application for the Vinton Cruise on September 20, 2025. Question: Ayes – all. Motion carried.

Motion by Hanson, seconded by Parmater to approve the special event application for Nathan’s Miles Glow Run on October 11, 2025. Question: Ayes – all. Motion carried.

The City Council received a request for a plat of survey for DuDa Properties LLC. The request will be sent to the Planning & Zoning Commission for review and a recommendation.

The City Council had a brief discussion about the existing parks house located in Riverside Park. The Council wishes to explore options surrounding the home including demolition or selling. Council directed the City Administrator to contact the City Attorney to have a title opinion completed.

Kelly Henkle, Director of the Vinton Public Library presented a report on the Library activities for the fiscal year ending June 30, 2025.

Reports

A walk through on J Avenue is scheduled for August 20. The Parks & Recreation Board has a recommendation for a new Director. There is a vacancy on the Airport Commission due to a recent resignation. Fall cleanup days are scheduled for October 4 and 5. Information will be out in utility bills in September.

Be sure to attend Boomtown on August 23 as it is the last one! Thanks to all who have organized the event through the years.
