We lent our van to a friend who was moving. Our van was parked on the street at his Dad's. I am unsure as to how long it was parked in one spot and the ticket isn't what we are questioning.On the 12th of March, which would be the 30th day(please read the bottom of the ticket, 2nd picture), a Vinton Police Officer hand-delivered the letter pictured above. I want to add that it was on his SECOND visit to our house on the 12th that we received the letter, hand-delivered, from the officer's hand to Tim's hand. He did not stick it to our door, or stick it between the doors. A notice for a $15 ticket HAND DELIVERED!! February only had 29 days!
The statement on the bottom of the ticket says within 30 days to pay $15 dollars, we had until 4:30 pm on the 12th to pay $15. Then another 30 days to pay $20. It then says "By law, failure to pay after 60 days..." I could only find Iowa law that backs the 60 days, not 35 days.
What I am questioning is does VPD have an officer hand deliver a notice for a $15 traffic violation that contradicts the parking violation's statement. Which has Dickinson's name as the officer issuing the notice, but he doesn't sign the notice. The only signature on the notice is Ward's, the City administrator. Do they do this for every $15 parking violation?
Now I would like to break this down in What it cost the City. Or close anyway. The officer makes approximately $25 an hour not including perks. 2 visits to our house avg of 15 minutes each and we are at $12.50 plus the time it took the officer to fill out the citation and put it on vehicle and also tag vehicle for towing, another 15 minutes, now we are at $18.75. Officer Dickinson to pull up and fill out notice, another 15 minutes. We will use the officer's wage not the Captain's. Now we are at $25, not including the time finding Ward(?) so he for some reason can sign a notice issued by the Captain of the VPD. A notice that contradicts the ticket that was issued.
Now did anybody notice the blatant screw up on the notice hand-delivered to us? I'm going out on a limb here making the assumption that at least three City of Vinton employees read this notice. Dickinson, Ward, and the officer that delivered it. It states the "payment MUST be received within 5(five) days of the date of this letter." The letter is dated 03/12/2020 and we must have payment made by Friday, March 20, 2020, at 4 PM. Is that within 5 days? And still a $15 ticket!
Again just curious if this is the standard operating procedure for The City of Vinton for a $15 parking violation? Or was this one more way to harass us? Either way, we don't see this as fiscally efficient, or the best use of a police officer's time or energy.
