5-18-2021 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.

Roll call was answered by Reeves, Thorkildson, Blattler, and Vogt. Chapman was absent.

Mayor Speckner opened a public hearing on the Jones Street Culvert going out to bid. Vogt motioned to approve Resolution #05-18-2021D, approving & confirming plans, specs, for of contract and estimate of cost for Jones Street Culvert Project. Reeves second. All ayes. Thorkildson motioned to close the public hearing, second by Blattler. All ayes.

Mayor Speckner requested to add family fun night to the agenda. Thorkildson motioned to approve the amended agenda. Blattler second. All ayes.

Shane Summy spoke his concerns of the door hanger fees during a hardship and the pandemic. He mentioned that he is working on his property clean up.

Origin Design gave their presentation on the Sells Street Bridge Project.

The council chose to have a public meeting, to be announced, to present Exhibit #2 & #3 to the public.

The library reports were reviewed.

Thorkildson moved to approve the Treasurer's report, second by Blattler. All ayes.

The March revenues were reviewed and are as follows:

General $ 15,143.22; Library $ 396.16; RUT $ 4,255.03; Employee Benefits $ 1,397.45; Emergency $ 338.76; LOST $ 10,824.86; TIF $ 1,401.97; Debt Service $ 3,974.76; 2020 Storm Insurance $ 151,872.06; Water $ 12,981.58; Sewer $ 19,113.43, Garbage $ 9,957.71.

There was not any Public Forum.

Thorkildson motioned to approve Ordinance #463, Storm Water Drainage Utility. Reeves second. All ayes. Vogt motioned to adopt Ordinance #463. Reeves second. All ayes.

Thorkildson motioned to approve purchase of fireworks for Shellsburg Big Day not to exceed $ 2,050.00. Reeves second. All ayes.

Ordinance review - ordinances and updates were sent to Simmering Cory and should take 2-3 months for their response.

Vogt motioned to approve the appointed P&Z/Board of Adjustment members and terms. Blattler second. All ayes.

Employee wages were discussed. Resolution to be passed at the June 7th meeting.

Thorkildson motioned to pass Resolution #5-18-2021, Benton County Law Enforcement. Blattler second. All ayes.

Vogt motioned to pass Resolution #5-18-2021A, Chris McVay mowing the cemetery. Reeves second. All ayes.

Blattler motioned to pass Resolution #5-18-2021B, Martin's Clip & Trim mowing cemetery through May 31, 2021. Second by Reeves. All ayes.

Stumps have been cut flush to the ground per FEMA regulations. The City will not be grinding stumps at this time.

Reeve's motioned to raise garbage rates to $20.50 effective July 1, 2021. Vogt second. All ayes.Clerk to discuss with new hauler about getting dumpster and additional carts for Shellsburg Big Day.

Vogt motioned LL Pelling contract not to exceed $ 63,000.00. Blattler second. All ayes.

Thorkildson motioned to pass Resolution #5-18-2021C, ECICOG, economic development review. Reeve's second. All ayes.

Vogt motioned to set a public hearing regarding budget amendment #2 at the June 7th meeting. Reeve's second. All ayes.

A postcard mailing is to go out to all residents regarding garbage, yard waste, and recycle carts being picked up and when the new ones will be dropped off.

Vogt motioned to close Sells Street between 4 and 9 pm on July 15, 2021, for SACG Family Fun Night. Reeves second. All ayes.

Vogt motioned to adjourn, second by Reeve's. All ayes.
