The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Primmer and Bierschenk present, The meeting was called to order at 8:30 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/ Primmer seconded: To approve minutes from December 28, 2021. Motion carried.
Primmer moved/Bierschenk seconded: To appoint Tray Seeman as chairman for 2022. Motion carried.
Primmer moved/Seeman seconded: To appoint Gary Bierschenk as co-chairman for 2022. Motion carried.
The Board discussed the Construction Evaluation Resolution, but wanted to talk to the land use department. So no action was taken.
Primmer moved/Bierschenk seconded: That the general schedule for regular meetings of the board of supervisors will remain the same and be each Tuesday throughout the year at 9:00 a.m. This schedule is general in nature and may be altered at any time throughout the year, including but not limited to the lack of agenda items, courthouse closings, meeting conflicts, or for any reason. Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-1, Authorize Auditor to issue Warrants per Iowa Code 331.506 and execute ACH and financial agreements for 2022.
Primmer moved/Bierschenk seconded: To approve Resolution #22-2, Authorize Treasurer to sign ACH Agreements for 2022. Motion carried.
Primmer moved/Seeman seconded: To designate the official newspapers for Benton County for 2022 as The Cedar Valley Times, The Vinton Eagle and The Gazette. Motion carried.
Bierschenk moved/Primmer seconded: To appoint the following members to the respective boards for 2022. Motion carried.

Gina Edler, Deputy Auditor, presented the Supervisors Redistricting Plan. The plan was drawn and approved earlier by the redistricting commission, who also held a public hearing on the new plan. After the 2020 census data was official, this is a requirement and needs to be submitted to the Secretary of State by January 15.
Primmer moved/Bierschenk seconded: To adopt Resolution #22-3, Establishing Supervisors Districts after the 2020 Census. Motion carried.
Primmer moved/Bierschenk seconded: To appoint the following members to East Central Iowa Council of Governments' Boards. Motion carried.

Discussion on the Heartland Safety Coordinator(s) was had. With Assistant Engineer Ben Vierling gone, the board will need to talk to the Engineer or a replacement. No action.

Primmer moved/Seeman seconded: To authorize Gary Bierschenk to sign USDA FSA documents on behalf of Benton County. Motion carried.
The time of 9:30 a.m. having arrived, and this being the time and date for the first consideration on Ordinance #76, An Ordinance Establishing the County Supervisor Districts and Election Precincts. The board took up the matter. There were no members of the media or public present. Notice of the hearing had been published in accordance with the law and copies were available on the county's website and in person. The county attorney was present to answer questions in regards to how changing the district names affects 2 of the supervisors. There was no other comments or questions in regards, so the public hearing was closed.
Primmer moved/Bierschenk seconded: to approve the first consideration of Ordinance #76, An Ordinance Establishing the County Supervisor Districts and Election Precincts. All members voting aye thereon. Motion carried.
Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
