The Benton County Board of Supervisors met in regular session with Supervisors Seeman and Bierschenk and Primmer present. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Primmer moved/Bierschenk seconded: To approve the minutes of Tuesday, June 14, 2022, and Wednesday, June 15, 2022. Motion carried.
Primmer moved/Bierschenk seconded: To approve fireworks permit for Chris Herr for July 9, 2022 Motion carried.
Primmer moved/Bierschenk seconded: To approve and authorize signature for fiscal audit agreement with Eide Bailly. Motion carried.
Primmer moved/Bierschenk seconded: To approve payment using ARPA funds to True North Company for the E911 project in the amount of $2,952.00. Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-50, Certification of Deputy Salaries for FY 23. Motion carried.
RESOLUTION #22-50
CERTIFICATION OF DEPUTY SALARIES FOR FY23
WHEREAS, Iowa Code 331.904(1) states that auditor, treasurer, and recorder shall certify the annual base salary of the deputies in the auditor's, recorder's, and treasurer's office pursuant to said code section; and
WHEREAS, Iowa Code 331.904(2) states that the sheriff shall certify the salaries of the first and second deputies within his department pursuant to said code section; and
WHEREAS, Iowa Code 331.904(3) states that the county attorney shall set the salaries of the assistant county attorneys pursuant to said code section; and
WHEREAS, the salaries of the deputies and assistants of the auditor, treasurer, recorder and sheriff, have been certified by the principal officers to the board of supervisors; and
WHEREAS, the base salaries will not exceed the limitations specified in Iowa Code for the deputies in the auditor's, treasurers, recorder's and sheriff's departments; and
WHEREAS, Iowa Code 331.904 states that the Board shall certify the salaries to the county auditor if the salaries are within the budgets set for the auditor, treasurer, recorder and sheriff,
NOW THEREFORE BE IT RESOLVED by the Benton County Board of Supervisors that the following salaries for deputies and assistants in the respective offices be certified to the county auditor:
Auditor's Office:
Gina Edler - 85% of the principal officer
Nancy Jorgensen -68% of the principal officer
Courtney Long-67% of the principal officer
Alisha Burmeister-64% of the principal officer
Recorder's Office:
Marla Sutton-80% of the principal officer
Katelyn Welper-55% of the principal officer
Treasurer's Office:
Rose Sackett - 85% of the principal officer
Joy McGowan - 77% of the principal officer
Jodi Bonar- 65% of the principal officer
Beth Geater-55% of the principal officer
Ann Stephens-53% of the principal officer
Ariane Geiger-50% of the principal officer
Sheriff's Department:
Chief Deputy- John Lindaman-85% of the principal officer
Second Deputy-Josh Karsten-80% of the principal officer
FURTHER BE IT KNOWN that the county attorney has set the salaries for the assistants in his office as follows:
Timothy W. Dille - 90% of the principal officer
Megan M. Hall-$82,500.00

Primmer moved/Bierschenk seconded: To approve payroll checks numbered 142297through 142372, ACH Deposits 49563 through 49714, claims numbered 242803 through 243023 and vendor checks 243024 through 243030. Motion carried.
Richard and Joyce Wyckoff, Ed and Glenda McKinley and a few other area residents met with the board to voice their concerns regarding the dust due to increased traffic because of the HWY 150 construction work and the roundabout West of Urbana. Drivers are using the road as a short cut to Urbana. They are asking for dust control for a three-mile stretch in their area. They also added how local people are not taking the state detour, but instead the quickest route which is why so much increased traffic in this particular area. Benton County Engineer stated that the Department of Transportation could participate in dust control costs. No action was taken, but residents were hoping the county officials would get through to the DOT to inform them of their safety and health concerns and hopefully get some proper signage in the area as well.
Bierschenk moved/Primmer seconded: To approve Resolution #22-51, Wage and Classification change for Shane Clark, secondary roads employee for obtaining labor grade IVB classification hourly rate at $22.82 effective June 27, 2022. Motion carried.
Primmer moved/Bierschenk seconded: To approve utility permit for City of Urbana in Polk Township on 31st Ave. Motion carried.
Discussion regarding a 28E agreement with the City of Norway was had relating to road use taxes and how it is based on population. No action was taken.
Bierschenk moved/Primmer seconded: To adjourn. Motion carried.
