COUNCIL MEETING

JUNE 26, 2025

A regular meeting of the City Council of Vinton, Iowa was held on the 26th day of June 2025 in City Hall Council Chambers at 7:00pm. Mayor Maynard presided with the following Council members present: Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood.

Motion by Stark-Mahood, seconded by Hanson to approve the agenda as presented. Question: Ayes - all. Motion carried.

Motion by Hanson, seconded by Hessenius to approve the consent agenda as presented. Question: Ayes - all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of June 18, 2025, receive & file Library meeting minutes of May 14, 2025, receive & file Parks and Recreation meeting minutes of June 12, 2025, approval of renewal of cigarette/tobacco permit for Guru Nanak Enterprise, Inc and approval of City invoices.

Committee Reports

The Business Type Activities committee met prior to the Council meeting to discuss airport hangar leases. The recommendation of the Committee is to allow a 2nd plane (owned by an individual other than the renter) to be stored in a hangar, if space allows, for an additional $50 per month. The lease will need to be updated before allowed.

Citizens Input

Clay McBride, 6273 25th Avenue, asked Council to consider reviewing the Parks & Recreation ordinance related to board organization and the requirement that board members are residents of the City.

Old Business

Motion by Hanson, seconded by Stark-Mahood to approve a second consideration of ordinance 1110 - an ordinance identifying municipal parking lots in the City of Vinton. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

New Business

Motion by Hanson, seconded by Elwick to approve a resolution approving disclaimer of ownership of common/party wall. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried. The resolution releases the City of partial ownership of the west exterior wall of the Benton County Title building.

Motion by Hanson, seconded by Recker to approve pay estimate #16 to Woodruff Construction for WWTP improvements. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood. Motion carried.

Motion by Hanson, seconded by Stark-Mahood to approve change order #6 for WWTP improvements. Question: Ayes - Elwick, Hanson, Hessenius, Parmater, Recker & Stark-Mahood.

Motion carried. Four items on the change ordered resulted in an increase in the contract amount by $1,534.55.

Motion by Stark-Mahood, seconded by Recker to approve a fireworks display for Boomtown on August 22 & 23, 2025 by the Iowa Pyrotechnic Association. Unanimously approved.

Motion by Recker, seconded by Hanson to approve the special event application for Boomtown on August 23, 2025. Unanimously approved.

Motion by Recker, seconded by Hanson to approve the special event application for Boom-Fest on August 23, 2025. Unanimously approved.

The Mayor recommended the appointment of Brandt Corcran & Jordan Howell to the Parks & Recreation Board with terms ending June 30, 2028. Unanimously approved.

The Mayor recommended the appointment of Julie Piper, Matt Wilden & Shelby Dodson to the Vinton Public Library Board with terms ending June 30, 2029. Unanimously approved.

Reports

Staff will continue to monitor the compost dump with the rising river levels; closure may be necessary over the weekend. Street Department interviews have concluded. The VPRD Director position closes on the 27th.

Melody Snow with Vinton Unlimited shared the summer punch card promotion is starting soon. The annual golf tournament is July 18. Boom-Fest is coming up soon.

Good & Welfare

The Benton County Fair is underway. The clock at the Courthouse has been reworked and should be operational.

With no other business before the Council, motion by Hanson, seconded by Hessenius to adjourn the meeting. Question: Ayes - all. Motion carried. Time: 7:20pm.
