3-24-2026 a regular meeting of the Shellsburg City Council was called to order by Mayor Vogt at 6:00pm in the Council Chambers. Roll call was answered by Howard, Risdal, Reeves, Lubbock, and Hepker. 

Reeves noted a correction for the 3-09-2026 minutes, that he had voted nay for ABC Disposal to be the new garbage hauler. Hepker, Risdal, Lubbock, and Howard voted aye. With those changes to the 3-09-2026 minutes, Reeves motioned to approvethe agenda, seconded by Howard. All ayes.

Hepker motioned to approve the Pearl Street cigarette permit, seconded by Howard. Hepker, Howard, Risdal, and Lubbock voted aye. Reeves nay.

Hepker motioned to approve Roy’s cigarette permit, seconded by Risdal. Hepker, Risdal, Lubbock, and Howard voted aye. Reeves voted nay.

Hepker motioned to approve Roy’s liquor license, seconded by Risdal. Hepker, Howard, Risdal, and Lubbock voted aye. Reeves voted nay.

Public Forum: Sharon Harvey brought to the council concerns about a neighbor’s fence that they are wanting to extend past the property line and a small fence needing to be removed. Once the permit comes in the inspector will talk to them about what is acceptable. 

Kennan and Hannah Brown requested removing a stump and planting a new tree in the City right of way. It is to be put on the next agenda, and the council will vote at that time.

There was not any Council Forum.

Hepker motioned to approve the 2nd reading of Ordinance #486, fireworks update, seconded by Reeves. A roll call vote was taken, all ayes.

Hepker motioned to approve the 3rd reading of Ordinance #484, water rate updates, seconded by Howard. A roll call vote was taken, all ayes.

Hepker motioned to adopt Ordinance #484, water rates updates, seconded by Howard. A roll call vote was taken, all ayes.

Howard motioned to approve Ordinance #485, sewer rates updates, seconded by Hepker. A roll call vote was taken, all ayes.

It was noted that the tractor pull is on the calendar as well as the band for Big Day. Market on Pearl will line up vendors once the Big Day Ordinance is passed and the Board will start meetings. 

The new hire chose not to take the position so Hepker, Risdal, Robertson, and the mayor will review applications, select a candidate for interview, and bring to the next meeting.

Thorkildson requested permission to have the Steel Band in the park May 17 th from 3-4pm. The moving of tables has been taken care of. 

Bethany Hantz, candidate for Benton County Board of Supervisors, introduced herself and was willing to stay after the meeting to answer any questions.

Hepker motioned to approve Resolution #03-24-2026A, Bridge Inspections, seconded by Reeves. A roll call vote was taken, all ayes. 

Risdal motioned to approve Resolution #03-24-2026B, Garbage Hauler, seconded by Hepker. A roll call vote was taken, all ayes.

Howard motioned to approve Resolution #03-24-2026C, Cemetery Fees updates, seconded by Hepker. A roll call vote was taken, all ayes. 

 Property clean-up to start in April. Hepker motioned to approve the 1st reading of Ordinance #487, Big Day Board, seconded by Risdal. A roll call vote was taken, all ayes

The changing of meeting times was discussed, and council meetings will start at 5:30pm starting on April 21, 2026.

The cemetery ordinance changes are to be reviewed, and discussion will be on the next agenda.

Reeves motioned to adjourn, seconded by Risdal. All ayes.
