Shellsburg City Council Minutes 04-06-26


On 4-06-2026 a regular meeting of the Shellsburg City Council was called to order by Mayor Vogt at 6:30pm in the Council Chambers. Roll call was answered by Risdal, Reeves. Lubbock, Hepker, and Howard.

Hepker motioned to approve the consent agenda, seconded by Risdal. All ayes.

Superintendent Robertson reported that the floodplain permits have all been ok’d for the music park.

The generator pad has been extended, and LL Pelling wants to seal coat in May.

Stephenson has winter equipment put away and is getting equipment ready for spring. Going to start on his Grade II.

Risdal motioned to approve the library reports, seconded by Howard. All ayes.

The delinquents were reviewed. Risdal motioned to approve the March claims, seconded by Hepker. A roll call vote was taken, all ayes.

Public Forum: Jim Hidinger said SACG is willing to fund a dog bag station up to $500.00. SACG is getting ready to start the music garden and considering a concrete base instead of mulch.

Endowment meeting next Monday.

There was not any council forum.

Hepker motioned to approve the 2nd reading of Ordinance #487, Big Day, seconded by Howard. A roll call vote was taken, all ayes.

The Brown’s requested grinding out a stump and planting a new tree in the same space. The council discussed. Hepker motioned to allow the Browns to plant the tree, seconded by Howard. All ayes.

The new hire, Lucas Maynard, was introduced. Hepker motioned to hire Lucas Maynard starting at $22.00/hr, seconded by Ridsdal. A roll call vote was taken, all ayes.

The mayor asked the council to start working on property clean-up and has taken pictures.

He is speaking with Troy from VJ Engineering and will bring letters to the next meeting for council approval. Howard motioned to approve the 3rd reading of Ordinance #486, fireworks update, seconded by Hepker. A roll call vote was taken, all ayes.

Hepker motioned to adopt Ordinance #486, seconded by Howard. A roll call vote was taken. All ayes.

The cemetery ordinance was reviewed and discussed. Stephenson will update with changes and bring to the next meeting.

Risdal motioned to set the budget hearing for the April 21st , 2026, meeting at 5:30 pm. Howard seconded. A roll call vote was taken, all ayes.

Control upgrades for the wastewater plant were discussed and Superintendent Robertson gave a breakdown of costs. Hepker motioned for the mayor to sign the contract for the control upgrades, seconded by Howard. All ayes.

The fireworks donation was discussed. Reeves motioned to donate $1,000.00 for the 4th of July fireworks, seconded by Hepker. All ayes.

Reeves motioned to adjourn, seconded by Howard. All ayes.
