The Vinton City Council met in a short session on Thursday night amidst the blizzard warnings. General business was attended to with receiving and filing minutes, communications, petitions, remonstrances, and approving invoices.

There was no input from any citizen at this meeting.

The city approved and adopted Ordinance 1079 about utility vehicles. An error was made in the agendas labeling it the second reading but it was indeed the third reading and approval of the ordinance.

The council voted to approve and pay application bills submitted by Baker Enterprises for work done on the glow trail.

Approval was given for an Airport Hangar Lease Agreement for Leon Whelchel

Under new business, the council approved the grant agreement with the Iowa DOT for the East 13th Street Bridge Rehabilitation Project.

They also approved a resolution for a plat of survey for Parcel D, part of Homecoming Court, Anderson Creek Estates First Addition to the City of Vinton, Iowa to be transferred to the trust estate created by the Virginia Gay Trust. They voted to waive the review of Dulin's Second Addition Plat of Survey.

They also approved a resolution to establish the permit fees for food trucks and approved a resolution for the auto-renewal of Class "E" retail alcohol licenses.

The council also approved the quarterly transfer of funds from the General Fund to the Library Fund and approved the disbursement of hotel/motel tax proceeds to Vinton Unlimited.

A change order from Pirc Tobin for West D Street Sewer Repairs was also granted.

The council set a work session to discuss with the General Government Committee a records request policy for January 12, 2023, at 6:30 p.m.

The council also set a date for a work session for the Fiscal Year 2024 budget for January 19, 2023, at 5:30 p.m.

Under Reports Chris Ward, City Administrator reported that the environmental review came in for the wastewater plant.

Craig Walker, Wastewater Plant - said that the lift station blew breakers today in the fridged weather and thanked Michael John Elwick and workers for standing in the cold weather to replace them.

Matt Boggess, of the Vinton Parks and Recreation Department, said thatrsums had been accepted for an open position with the VPRD. Breakfast With Santa, served 230 residents, and breakfast was also taken to the on-duty nurses at the hospital as well as the Vinton Police Department. He reminded everyone that the Winter Carnival will be held next week as well.

Ted Paxton, Vinton Police Chief, reported that the Holiday with a Cop event assisted 85 area students.

Blake Hansen, City Building Inspector, and Code Enforcement reported that the city obtained a vacant lot from the county. The city will auction off the property at a later date. There has not been any new news to report from the owners of the old Seed House.

Under Good & Welfare, Vinto Mayor, Bud Maynard, reminded residents to pull garbage cans and recycling bins back from the curb so that they aren't hit by city plows.

On behalf of the fire department, he asked citizens to please adopt a fire hydrant, clearing it of snow this winter in case the department needed to fight a fire.
