Benton County is seeking bidders to bid to contract for public improvements to remove existing windows and entrance systems and replace with new aluminum windows and entrance systems at the Benton County Courthouse, located at 111 East 4th St., Vinton, Iowa.
Time and Place for Filing Sealed Proposals. Sealed bids for the Benton County Courthouse Window/Entrance Replacement will be received on May 15th, 2014 at the office of the Benton County Auditor, Benton County Courthouse, 111 East. 4th St., Vinton, IA 52349, by 2:00 p.m. CST, according to the official file stamp clock at the Benton County Auditor’s office, in the Benton County Courthouse. Bids will be stamped with the time they were received. Bid security is to be submitted in a separate envelope with the bid.
Time and Place Sealed Proposals will be Opened and Considered. Sealed proposals will be opened and bids tabulated at 2:15 p.m., CST, on May 15th, 2014, at the Benton County Courthouse Building, 111 East 4th St., Supervisors Chambers, second floor, Vinton, Iowa, for consideration by the Benton County Board of Supervisors (Board) at its meeting on Tuesday May 20, 2014, at their regularly scheduled meeting. The County of Benton, Iowa, reserves the right to reject any and all bids.
Time for Commencement and Completion of Work. Work on the Building shall be commenced within ten (10) days after the Notice to Proceed has been issued and shall be completed by November 21, 2014. Bidder shall pay $1,000.00 per day liquidated damages for each day after the November 21, 2014, completion date until work is completed.
Bid Security. Each Bidder shall accompany its bid with a bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent (100%) of the amount of the contract. The bid security shall be in the amount of ten percent (10%) of the amount of the contract and shall be in the form of a cashier’s check or certified check drawn on a state-chartered or federally-charted bank, or a certified share draft drawn on a state-chartered or federally-chartered credit union, or the governmental entity may provide for a bidder’s bond with corporate surety satisfactory to the governmental entity. The bid bond shall contain no conditions except as provided in this section.
Contract Documents. Copies of the Construction Bidding Documents may be obtained by contacting Rapids Reproductions, 6015 Huntington Ct. NE, Cedar Rapids, Iowa 52402, 319-364-2473. A deposit of $100.00 per set of documents is required. Check deposits should be made out to Benton County. Partial sets of the construction documents will not be available from the printer.
Postage and handling per set of Plans and Specifications of $15.00 is payable in advance and is non-refundable. Deposits will be refunded upon return of the Construction Bidding Documents, to unsuccessful bidders, if returned documents are in good condition and returned within ten (10) days after bid opening.

Preference for Iowa Products and Labor. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Davis-Bacon Federal Prevailing Wage Requirements. Davis-Bacon Federal prevailing predetermined wage rates and related labor requirements and regulations WILL NOT APPLY to work under this contract.
Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption certificate will be available for all material purchased for incorporation in the project.
General Nature of Public Improvement. The scope of the project includes removal of existing aluminum windows and entrances and replacing with similar type of aluminum framing systems. There is also a portion of exterior paint removal and painting on portions of existing wood windows and trim.
Pre-Bid Construction Conference. Each prospective bidder is highly encouraged to attend the Pre-Bid Construction
Conference to be held at 10:00 AM on May 1, 2014, at the Benton County Courthouse, 111 East 4th St., Vinton, IA 52349.
Attendance by prospective bidders is not mandatory but highly recommended.
