December 18, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Wiley moved/Bierschenk seconded: To approve the minutes from December 11, 2018. Motion carried. Bierschenk moved/Wiley seconded: Amend minutes from the General Election Canvass on November 13, 2018, strike through that line referring to Homer Township, they are appointed officials, not elected. And part on the November 27, 2018, referring to claims approved. Correct payroll checks numbered 140309 through 140429, ACH deposits numbered 36214 through 36353, vendor checks numbered 229329 through 229334. It should read payroll checks numbered 140430 through 140450, ACH deposits numbered 36354 through 36491 and vendor checks numbered 229544 through 229549. Motion carried. Bierschenk moved/Wiley seconded: Approve Class B liquor license for Kimm’s Sinclair, Blairstown, Iowa. Motion carried. Wiley moved/ Bierschenk seconded: Approve Iowa Good Roads Association, Inc. membership dues of $95.00 for FY 19. Motion carried. Wiley moved/Bierschenk seconded: to approve Resolution #18-59, Amending Resolution #18-55, Bank Depositories. Motion carried. She gave an overview of what this non-profit organization does for Benton County residents. They helped 70 households within the county using the trust fund and local sources. Dana Burmeister, Transportation Director, presented a drug and alcohol policy. Currently the department follows the DOT guidelines, same as Secondary Roads department. Transportation is governed by the FTA and ECICOG is pushing towards a new policy that meets all regulations. The County Attorney was also present, concerned about having this potentially be 2 different policies. One for secondary roads and one for Transportation Department. Burmeister was going to reach out to CJ Cooper to help answer some of the questions brought up. No action was taken. Bierschenk moved/Wiley seconded: To approve Resolution #18-60, Bridge Embargo on V37. Motion carried. RESOLUTION #18-60 WHEREAS, the structure at this location due to age, design and deterioration has reached the point in time where a restricted weight limit should be imposed, BE IT THEREFORE RESOLVED by the Benton County Board of Supervisors that the following weight restriction be imposed and restricted as follows: BR-0032 15 ton 0.3 miles north of 53rd Street Drive along the west line of section 19-86-12 (Bruce Township) on County Route V37.
