The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. Supervisor Primmer called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Bierschenk moved/ Seeman seconded: To approve the agenda. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve the minutes of July 9, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Primmer moved/Seeman seconded: To approve the amended Treasurer's Semi Annual report for the period July 1, 2023 through December 31, 2023 and the Semi Annual report for the period January 1, 2024 through June 30, 2024. All members voting aye thereon. Motion carried.
Seeman moved/Bierschenk seconded: To approve Resolution #24-69, Approve hiring Jake Winsor as a clerk in the Treasurer's office at an annual salary of $44,850 effective July 23, 2024. Voting aye were: Primmer, Seeman and Bierschenk. Motion carried.
Seeman moved/Bierschenk seconded: To acknowledge the resignation of Gary Benson as temporary election worker in the Auditor's Office. All members voting aye thereon. Motion carried.
Seeman moved/Bierschenk seconded: To approve the revised job description for the maintenance department and allow for them to help with elections and setting up and tearing down at precincts and would be paid accordingly in the budget. Seeman, Bierschenk and Primmer voting aye thereon. Motion carried.
Bierschenk moved/Seeman seconded: To approve Recorder's Quarterly Report ending June 30, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve the Veteran's Affairs Quarterly Report ending June 30, 2024. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To table approving the General Assistance Quarterly Report. All members voting aye thereon. Motion carried.
Bierschenk moved/Seeman seconded: To approve Sheriff's Quarterly Report ending June 30, 2024. Primmer, Seeman and Bierschenk voting aye thereon. Motion carried
Seeman moved/Bierschenk seconded: To approve use of the courthouse lawn for Vinton Kiwanis Club on Saturday, August 24, 2024. All members voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To appoint Danial Donley as Dean Vrba's replacement on the EMS Advisory Council for Mt. Auburn's representation. All members voting aye. Motion carried.
Seeman moved/Bierschenk seconded: To approve and authorize the chairman's signature on a temporary easement for a bridge project on 28th Ave. in the amount of $174.00. Primmer, Seeman and Bierschenk voting aye. Motion carried.
Supervisor Seeman reported on the recent EMS Advisory Council meeting.
Barb Greenlee brought up old business to revisit her agenda item that was tabled a few weeks ago regarding the request for additional 5 days of vacation to those employees who have worked 17 years or more. Sue Wilber reported that the handbook committee would like to do more research on this along with reviewing sick leave and hopes to have a recommendation for the board in a few weeks. Greenlee wanted this to be acted upon today, she was told she'd have an answer by July 16th and added that the consensus of the department heads was in favor of this. This led to discussion on how it affects the budgets and unions.
Primmer moved/Bierschenk seconded: To put this item back on the agenda for July 30th to allow department heads time to see how this will affect their budgets and this is an obligation they have to taxpayers as well as the employees. Primmer, Seeman and Bierschenk voting aye thereon. Motion carried.
Primmer moved/Bierschenk seconded: To not take any action on additional vacation until July 30th when the department heads can get a better look at the affect it will have on their budgets. Primmer, Seeman and Bierschenk voting aye thereon. Motion carried.
Bierschenk moved/Seeman seconded: To Adjourn at 9:58 a.m. Primmer, Seeman and Bierschenk voting aye. Motion carried.
