Francis “Dick” Conway of Keystone was honored at the November meeting of the Benton County Emergency Management Commission for 51 years of service as a representative from the City of Keystone on the Commission. Conway retired from his position in 2010 after beginning in 1959.

Among the awards presented to Conway was a Volunteer Award From governor of Iowa Chet Culver.  The award was presented by Steve Zimmerman of the Iowa Homeland Security Emergency Management Division.

Conway was also presented with an Iowa Flag that was flown over the State Capital on November 23 in his honor.

Conway’s service as an emergency management volunteer actually began three years before there was any official Civil Defense or Emergency Management office in Benton County.  According to Conway before that time there was a group of volunteers who met and began planning for disaster response.
