01-03-2023 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers.

Roll Call was answered by Vogt, Reeves, Thorkildson, and Travis. Harvey was absent.

Mayor Speckner opened a public hearing on the proposed vacation & partial conveyance of unused right-of-way. There were not any questions. Vogt motioned to close the Public Hearing, seconded by Thorkildson. All ayes.

Vogt motioned to pass Resolution #01-03-2023A, authorizing sale of public right-of way(subject to vacation). Reeves seconded. All ayes.

Vogt motioned to pass Resolution #01-03-2023B, authorizing sale of public right-of-way(subject to vacation). Reeves seconded. All ayes.

Thorkildson motioned to approve the 1st reading of Ordinance #472, providing for the vacation and conveyance of unused rights-of way. Reeves second. All ayes.

Thorkildson motioned to waive the 2nd and 3rd readings of Ordinance #472. Reeves second. All ayes.

Reeves motioned to adopt Ordinance #472, seconded by Vogt. All ayes.

Reeves motioned to approve the consent agenda, seconded by Thorkildson. All ayes.

Julie Neebel from Origin Design attended to answer any questions regarding bids and updated engineering fees on the Smith/Sells Street new bridge. Reeves motioned to approve the bid on the new Smith/Sells Street bridge. Vogt second. Thorkildson aye. Travis Nay. Harvey absent. Motion carried.

Thorkildson motioned to approve the Origin Design Contract, seconded by Reeves. Vogt aye. Travis nay. Harvey absent. Motion carried.

Thorkildson motioned to approve the Terracon Contract, seconded by Reeves. Vogt aye. Travis nay. Harvey absent. Motion carried.

Vogt motioned to approve Resolution #01-03-2023, authorizing pay estimate for Tschiggfrie Excavating for the Jones Street Culvert. Reeves second. All ayes.

Superintendent Robertson reported on solar project requires flood permit, requests that City Laundry come on a different day, stated EPA/DNR is requiring lead and copper survey. Noted another water leak off College Street.

The council is to revisit moving trees from bridge area again in spring.

Vogt motioned to buy equipment from Scott McNeal not to exceed $245.00, seconded by Travis. All ayes.

Thorkildson motioned to approve December claims. Reeves second. All ayes.

There will be a retirement party for Scott McNeal at the Legion on January 22nd, 2023. 1-3pm.

The P&Z Board will have an opening, more information will be posted.

The Timber Ridge contract has been sent back for second review.

The RV Ordinance was discussed and will be on the next agenda.

The council discussed and agreed to hire a replacement for Scott McNeal. Ad to be placed on Indeed, newspaper, website, and Facebook.

The fireman's appreciation was discussed and Travis will speak with the Chief.

The Comprehensive Plan review will be done at a special meeting on Tuesday, March 14th, 2023 at 6:00pm and sidewalk findings.
